HEALTH CARE, MEDICAL AID, MEDICAL SERVICES: COMMON FEATURES AND CRITERIA FOR DIFFERENTIATION

Introduction. The terms “health care,” “medical aid,” and “medical services” (services related to the medical care of the population), despite their close interconnection, have different meanings. Accordingly, the terms used to denote these concepts must clearly reflect their meaning. After all, the adaptation of Ukrainian legislation to EU standards requires the conceptual and terminological apparatus to be consistent with international norms. The aim is to identify the peculiarities of the use of terms denoting interrelated basic concepts in the field of medicine. Materials and methods. Regulatory and directive documents, medical and technological documents, medical records, as well as publications from PubMed indexed in scientometric databases. Using quantitative content analysis with WordStat 9 software (Provalis Research, 2021), we checked the text material of the publications mentioned against search queries using MeSH (Medical Subject Headings) subject headings. Results. The state recognizes the right of every citizen of Ukraine to health care (a category of public law) and provides funding for relevant socio-economic medical, sanitary, health, and preventive programs. Medical indications are the main basis for providing any medical aid, which is regulated by clinical protocols and standards, and its important feature is physical, economic, and informational accessibility for all segments of the population. At the same time, medical assistance for the population (medical services) are not limited to medical and/or rehabilitation care, although they are directly related to their provision. Medical services as an object of private law are a form of the patient's right to health care, which involves contractual relations, while medical care (one of the objects of civil law) combines constitutional guarantees of the state and personal non-property rights. Conclusions. 1. The activities of specialists in the organization of health care (public health), the provision of medical aid or medical services have a common goal – to preserve and improve human health. The different meanings of the terms denoting these three concepts are due to differences in the methods and means of achieving this goal. 2. Considering specificity of each type of activity, medical aid as a segment of the healthcare system may involve the provision of certain medical services, or be part of medical assistance.
